It’s more like a Hezbollah or Viet Cong, which tries to win legitimacy, than an al-Qaeda, which is mostly interested in showy attacks and ideological purity. Few revolutionaries govern well, but ISIS may be an exception. Its ability to consolidate its territorial gains and make the transition to stable peacetime rule, whether over part or all of Iraq, is a revealing indicator to watch.
ISIS transition to peaceful rule? The ISIS violates the most basic of human rights. If these rights are abridged in time of war, the same rights will be vigorously denied in time of “peace”. The line of thought is is akin to saying that Hitler could transfer to peaceful rule because of his ability to run tanks across Europe to consolidate his own power grab. Couldn’t get past the first blurb. The ThreatCon evaluation for the region is flawed. My opinion.
