In 1994, Ukraine joined the NPT as a non-nuclear weapons state, a decision that entailed relinquishing world’s third largest nuclear arsenal. This constructive move came at a price: the United States, Russia, and the United Kingdom pledged to Ukraine security assurances in a Memorandum on Security Assurances, signed in Budapest on December 5, 1994. The Budapest Memorandum, as the document became known, aimed at addressing precisely what happened in Crimea in 2014. The breach of the Memorandum by one of its signatories has been damaging enough. The removal of the sanctions for this breach by other signatories would render it utterly worthless and deal a devastating blow to the international nonproliferation regime, of which the Memorandum has become a constitutive part.

According to polls conducted by GLOBSEC Trends, about half the populations of these three countries see their country’s position in Europe as something in between the East and the West, with almost half of their citizens preferring “neutrality” to any polar adherence. In effort to divide the societies further, these already doubtful segments of the population are being carefully targeted by hostile disinformation operations. If we take into account the actions of political leaders, which Lenin would call “useful idiots”, the impact is already measurable.

Senior Justice Writer for The New York Daily News has had the following posted to his Facebook page since January 11, 2017:

I want you to view this video from 4 years ago in 2013 in light of recent events.

In it, Trump calmly, cooly, and confidently states that he has a relationship with Vladimir Putin. Then, it gets very weird. Trump then confidently states that Putin is following his every move, was likely even interested in the conversation they were having, and would likely be watching it later.

How did Trump know all of that?

See, this was off of the campaign trail, long before Trump announced his intentions to run. This was before he felt the pressure to say 6 different times “I don’t know Putin” and “I don’t know anything about Putin.”

This seems to be a clearer version of the truth. What’s going on here?

Estonia, a country in Northern Europe, borders the Baltic Sea and Gulf of Finland. Including more than 1,500 islands, its diverse terrain spans rocky beaches, old-growth forest and many lakes. Formerly part of the Soviet Union, it’s dotted with castles, churches and hilltop fortresses. The capital, Tallinn, is known for its preserved Old Town, museums and the 314m-high Tallinn TV Tower, which has an observation deck. Capital:Tallinn; Population:1.325 million (2013); President:Kersti Kaljulaid; Sources include:World Bank.

As “Moscow” — President Putin; the New Security State; the revanchist ultra-nationalist neo-imperial combine — continues to develop as a belligerent with obvious “credits”, so far, in Syria and Ukraine, the former and now free members of the Soviet Union have been rightly sensitive to the many returns of the KGB mob.

Two items from the former Soviet state caught BackChannels attention this morning:

The Russian Federation’s diplomat, who was caught by the police in a brothel behaving curiously served in Estonia temporarily, which means that the Estonian Ministry of Foreign Affairs had not been informed of his presence. In connection with the increasing intensity of Russia’s intelligence activities the number of temporary diplomats in the European Union countries has gone up as well.

The “temporary diplomatic official” had been in-country with the barest minimum of Estonian awareness (and without diplomatic immunity).  Värk Joosep’s reporting suggests there have been many such temporary figures in Estonia over the past two years.

A meeting between a member of US president-elect Donald Trump’s close circle and a pro-Putin member of the Russian State Duma in a Eastern European country was picked up by the Estonian Information Board, Newsweek wrote yesterday, based on information from several people with ties to the agency.

Of course the world is at war every day, but some days — and some places — are more quiet than others.  Here on the cusp of an American Presidential Inauguration, these just beneath -the-radar activities tell a story about activity that add to what the world has seen put on display by Moscow, primarily, so BackChannels believes, in Syria and Ukraine.

It would appear “The Bear” has been acting aggressively and Estonia has been standing up for itself with confidence in the NATO arrangement.

Russia manages to compete with even the most war-ravaged countries.In 2013, for instance, 39,800 Russian citizens applied to the governments of 44 developed countries (37,000 of them to EU countries). This put Russia in second place after Syria among countries with the greatest number of applicants for political asylum (the last time this happened was in 2007).

“I do not have any choice. I cannot go back to Russia right now. I need to stay till … well … as long as Putin is President of Russia, nothing will change in Chechnya” . . . Now he is taking part in a year-long integration programme that gives refugees time to learn Polish, find a place to live, a job, and to integrate themselves into Polish society.

A former employee of the Kadyrov government, Abdullah says he was beaten twice by the authorities in Grozny for refusing to join Chechen volunteers fighting alongside Moscow-backed rebels in Ukraine’s breakaway regions and for giving information to human rights groups. He is convinced that remaining in Brest presents an increasing danger to his life.

Before parliamentary elections in Russia this month, Human Rights Watch accused Kadyrov of attempting to build a “tyranny” within Chechnya. A 70-page report entitled Like Walking a Minefield says that the Chechen strongman has used his nearly decade-long tenure to eradicate all forms of criticism and political dissent.

What both administrations fail to realize is that the West is already at war, whether it wants to be or not. It may not be a war we recognize, but it is a war. This war seeks, at home and abroad, to erode our values, our democracy, and our institutional strength; to dilute our ability to sort fact from fiction, or moral right from wrong; and to convince us to make decisions against our own best interests.

Those on the Russian frontier, like my friends from Ukraine and Estonia, have already seen the Kremlin’s new toolkit at work.

Don’t listen to “realists.” Self-described “realists” have suggested that Russia be given a free hand in the former Soviet republics in return for cooperation on issues that are vital to U.S. and Western security. This call to make a “deal,” in addition to its blatant immorality, ignores the fact that it makes sense to reach an understanding only with those who will keep their side of the bargain. The fact that the Russians are seeking to deny the former Soviet republics their rights as sovereign nations is all the indication one needs that an unenforceable “gentleman’s agreement” to cooperate with the West will be violated the minute it ceases to be to Russia’s advantage. The rejection of a moral framework for relations, meanwhile, will set the stage and help provide the justification for new and more outrageous Russian demands in the future.

The Vienna Convention on Diplomatic Relations of 1961 is an international treaty that defines a framework for diplomatic relations between independent countries. It specifies the privileges of a diplomatic mission that enable diplomats to perform their function without fear of coercion or harassment by the host country. This forms the legal basis for diplomatic immunity. Its articles are considered a cornerstone of modern international relations. As of April 2014, it has been ratified by 190 states.[1]

Department of State Actions in Response to Russian Harassment

The State Department today declared persona non grata 35 Russian officials operating in the United States who were acting in a manner inconsistent with their diplomatic or consular status. The Department also informed the Russian Government that it would deny Russian personnel access to two recreational compounds in the United States owned by the Russian Government.

The Department took these actions as part of a comprehensive response to Russia’s interference in the U.S. election and to a pattern of harassment of our diplomats overseas that has increased over the last four years, including a significant increase in the last 12 months. This harassment has involved arbitrary police stops, physical assault, and the broadcast on State TV of personal details about our personnel that put them at risk. In addition, the Russian Government has impeded our diplomatic operations by, among other actions: forcing the closure of 28 American corners which hosted cultural programs and English-language teaching; blocking our efforts to begin the construction of a new, safer facility for our Consulate General in St. Petersburg; and rejecting requests to improve perimeter security at the current, outdated facility in St. Petersburg.

Today’s actions send a clear message that such behavior is unacceptable and will have consequences.

“Family members have been the victims of psychologically terrifying assertions that their USG (U.S. government) employee spouses had met accidental deaths,” the embassy reported. “Home intrusions have become far more commonplace and bold, and activity against our locally engaged Russian staff continues at a record pace.

“We have no doubt that this activity originates in the FSB. Counterintelligence challenges remain a hallmark of service at Embassy Moscow.”

The British and American governments are acutely aware of the FSB’s campaign of intimidation. But neither has publicly complained about these demonstrative “counter-intelligence” measures, for fear of further straining already difficult relations with Vladmir Putin’s resurgent regime. Putin, a former KGB lieutenant colonel, was head of the FSB.

British sources admit they have files “five or six inches thick” detailing FSB break-ins and other incidents of harassment against Moscow embassy staff. “Generally we don’t make a fuss about it,” one said. So pervasive is the FSB’s campaign that the British government is unable to staff fully its Moscow embassy. The intrusions are designed to “short-tour” diplomats so they leave their posts early, the source said.

But many of the recent acts of intimidation by Russian security services have crossed the line into apparent criminality. In a series of secret memos sent back to Washington, described to me by several current and former U.S. officials who have written or read them, diplomats reported that Russian intruders had broken into their homes late at night, only to rearrange the furniture or turn on all the lights and televisions, and then leave. One diplomat reported that an intruder had defecated on his living room carpet.

What I Have Said About the Jews

In the free world, talent -- editors, graphic artists, researchers, writers -- gravitate toward the organizations that suit their interests and values. The result: high integrity and highly reliable reportage and both responsible and thoughtful reasoning.

This is not to suggest that partisan presses don't exist or that propaganda doesn't exist in the west, but any reader possessed of critical thinking ability and genuine independence -- not bought, not programmed -- is certainly free to evaluate the works of earnest reporters and scholars.
