As such, it has sustained its relationships with other autocratic and kleptocratic entities, including at the highest level Bashar al-Assad’s tyranny and Ayatollah Khamenei’s brutal theocracy — and then at lower levels relationships with Hamas, Hezbollah, and PFLP, if not others.
