Russia’s Disinformation History – Elements

Of BackChannels’ several inventions in political psychology, the “Paranoid Delusional Narcissistic Reflection of Motivation” might apply best to President Putin’s way of looking at western liberalism, developing cause to consider it threatening, and then, at last, accusing the west of possessing his own true motives as regards political control through disinformation, force, and manipulation.

For history, start with Czar Nicholas III’s “Okhrana“, the political secret police tasked with influencing and shaping the Czar’s own opposition — Ayatollah or Emperor, why not play both sides of the chessboard?  The political theater is either yours or it’s not — prove it’s yours: put on a play; give the opposition its head; slip it a script; settle back and enjoy the show.

On BackChannels, that line has been applied to “Assad or The Terrorists” AKA “Assad OR The Terrorists.

Dang if it hasn’t worked!

Of course, there’s more to the story of Russia’s romance with autocracy, state-controlled information and the perversions that are disinformation and propaganda, and secret political police.  What follows on this post is an afternoon’s brief compilation of articles pertinent to the challenge posed today by Putin’s approach to throwing the wool over so many eyes, including, possibly, his own.


In general, the Russian media portrays anything going on from the point of view of Vladimir Putin. He has unlimited access to the media and they explain everything that’s going on according to his official statement. It doesn’t really matter if it’s a war in Syria or any other topic.

Russia today is the first intelligence dictatorship in history. It is a brand new form of totalitarianism, which we are not yet familiar with. Now the KGB, rechristened FSB, is openly running Russia.

When the Soviet Union collapsed, its people had a unique opportunity to also cast off the country’s political police, that peculiarly Russian instrument of power created by the 16th century’s Ivan the Terrible, which had changed its name many times, from Okhrana to Cheka, to GPU, to OGPU, to NKVD, to NKGB, to MGB, to MVD, to KGB. Unfortunately, the Russian people were not yet ready — or able — to seize that opportunity.

The international community faces serious challenges arising from a new mode of information warfare, which Russia has deployed during the Russian-Ukrainian conflict in 2014-2015. This ongoing “propaganda war” is the most recent and frightening example of information warfare. It reflects the wide array of non-military tools used to exert pressure and influence the behaviour of countries. When skilfully combined, disinformation, malicious attacks on large-scale information and communication systems, psychological pressure, can be even more dangerous than traditional weapon systems, since they are extremely difficult to discover and combat.

The Kremlin’s disinformation campaign goes far beyond controlling its own media. It is aimed at nothing less than presenting a parallel version of reality and disseminating it as if it were news. The Kremlin’s goal is to make people question the value of media at all; to reject the idea of an absolute truth; and to persuade the public that “reality” is relative.

As a former KGB officer and head of the KGB’s successor agency, the FSB, Putin knows the value of information. His concept of the media, however, is a far cry from the First Amendment. For him, it’s a simple transactional equation: Whoever owns the media controls what it says.

“There should be patriotically minded people at the head of state information resources,” Putin told reporters at his 2013 annual news conference, “people who uphold the interests of the Russian Federation. These are state resources. That is the way it is going to be.”

Hezbollah plots in Europe over the past year exposed a return to violent operations being conducted by the Iranian-supported Lebanese Shiite group. Plots in Bulgaria and Cyprus led to a rigorous debate among European Union member states over whether or not to ban the organization’s military wing. But this only marks Hezbollah’s return to violent operations in Europe. Hezbollah has long used Europe as a staging ground for operations to be carried out elsewhere, as a logistical hub, and as a place where the group and its supporters could raise funds through a variety of criminal enterprises. The focus of this article is the wide variety of criminal activities Hezbollah engages in, revealing a global network that conducts extensive criminal operations throughout Europe.

Sometimes, as in Panama, there are only intimations or incomplete reports.  One sources suggests everybody knows Hezbollah has been laundering money through banks in Panama City — and there the piece stops.

Back up to the bombing of a Panamanian airliner in the 1990s and that too concludes shrouded in mystery.

On the more logical positive side, arms caches and interrupted shipments tell stories too, although, as with the findings of the Special Tribunal for Lebanon, not much happens beyond some validation of knowing what was once merely suspected — or knowing with a higher level of probability.

In the wild, however contemptible and heinous the crime, whatever its depth in inhumanity, nothing need happen to perpetrator who may be remote, who may disappear, who may enjoy social sanctuary among good friends, or the sanctuary of altered identities and reduced public appearances, or who may sufficiently corrupt or threaten officials and others — whatever works — and get away with operations shuttered by arrests or surreptitious and ongoing.

Nowhere is the new reality of the West African organized crime-terrorism nexus more evident than in what recently transpired in a Nigerian courtroom. There, three Lebanese men, Mustapha Fawaz, Abdallah Thahini, and Talal Ahmad Roda sat uncomfortably in the dock as masked members of the Department of State Services, the country’s primary domestic intelligence service, testified against them. Dang works for the restaurant guide “Eat Out Kenya” and was meeting coworkers at Nairobi’s upscale Westgate Mall when gunfire broke out Saturday. Terrorists with ties to al-Qaida unloaded a flood of gunfire and grenades into crowds of unsuspecting shoppers. Those who were not hit dodged bullets and crawled to safety.

AL SHABAAB HITS KENYA, HOLDS HOSTAGES

From a report on the heavily armed assault on the very dangerous civilians shopping (like the one in the above video) at Westgate Mall, Nairobi, Kenya:

Gunmen stormed the mall about noon local time armed with grenades and assault rifles. They asked cornered victims if they were Muslim or non-Muslim, witnesses told the Associated Press. Non-Muslims were held, while Muslims were allowed to go free.

The al-Shabab group said the attacks were in response to a Kenyan military push into Somalia in 2011.

A TWIN suicide bombing has killed more than 70 people at a church service in northwest Pakistan, the attack believed to be the deadliest on Christians in the country.

Near Azaz, Syria

Hundreds of fighters under the command of the opposition Free Syrian Army (FSA) have reportedly switched allegiance to al-Qaeda-aligned groups, in a move described as a huge blow to moderate rebel forces.

Activists and military sources have told Al Jazeera that the 11th Division – one of the biggest FSA brigades – has switched allegiance to the al-Nusra Front in Raqqah province, a border province with Turkey.

A Pool of Blood in Iraq

Two suicide bombers, one in an explosives-laden car and the other on foot, struck a cluster of funeral tents packed with mourning families in a Shia neighbourhood in Baghdad, the deadliest in a string of attacks around Iraq that killed at least 96 people on Saturday.

(CNN) — Militants killed 18 soldiers and eight police officers in south Yemen Friday morning, security officials said.

The attacks targeted installations in Shabwa province on Friday morning, the officials said. They said the attackers used car bombs and heavy artillery.

Djibouti

U. S. Department of State.  “Djibouti Country Specific Information” section “Threats to Safety and Security”: ” In particular, al-Shabaab poses a threat to U.S. citizens in Djibouti. After Djibouti announced it would join the AMISOM peacekeeping mission to Somalia, al Shabaab threatened to retaliate by launching attacks inside Djibouti. al- announced that it had formally merged with al-Qa’ida in February 2012.”

Al Shabaab has been harried by an amalgam of agencies and armies through 2012, and may not be where it was in February of last year.  On the other hand, they’re doing well enough in the field to pull this kind of stunt: ”

Al-Shabaab leaders said the deaths were an accident since the perpetrators intended to scare the youths and disburse the crowd, not kill them, according to Abdullahi Farah, a 25-year-old El Bur resident. Based on al-Shabaab’s interpretation that the two fighters were responsible as citizens and not soldiers, the militants ordered elders from the two fighters’ clan to pay punitive damages to the victims’ families in the form of 200 camels.

The clan refused to pay the damages because of the unjust nature of the order. But on January 12th, al-Shabaab arrested 17 clan elders, releasing 14 of them six days later after they agreed under duress that the three remaining elders would stay in al-Shabaab custody until the 200 camels were paid.

CBS News.  “Egypt protests, violence continue in spite of President Morsi declaring state of emergency.”  January 28, 2013: “The main opposition coalition rejected Morsi’s call for national dialogue to resolve the crisis, demanding that he first make deep concessions to break what opponents call the monopoly that Islamists have tried to impose on power. The National Salvation Front said it wouldn’t join any dialogue until Morsi forms a national unity government and begins work to rewrite parts of the Islamist-backed constitution.”

“F” really is hard.  Impossible.

Guinea-Bissau

Strategy Page.  “Al Qaeda in West Africa.”  August 12, 2010: Counter-terrorism officials are increasingly concerned about Islamic terrorists joining forces with drug gangs. This is a problem in Afghanistan (where heroin producing gangs fund the Taliban) and Lebanon (where drug gangs work with Hezbollah). The latest point of contact is West Africa, where the African nation of Guinea-Bissau is cooperating with cocaine smugglers. Because of the South American drug gangs using Guinea-Bissau as part of their new smuggling route to Europe and the Middle East, West Africa is becoming a new source of income for al Qaeda, which guards the drug shipments moving north to European and Middle East markets. ”

While I’m sticking to Muslim-majority states on this post, it’s fair to note that the business of the Islamist terror business operates in many realms, abstract or spatial, in which what they do may be put together in secrecy.  Back rooms and remote regions suffice.  In the article cited, the path worked out for cocaine-based funding looks like this: Columbia –> Guinea-Bissau –> North African ports –> Europe.

“H” must go with “F” (unless I reach for the “Hashemite Kingdom” to rush the order — not a chance unless someone brings to  my attention a very, very cool “J” Out There).

Iraq

Global Security News.  “Shia Muslims Slaughtered in Mosque in Iraq: Fresh Carnage in Nigeria and Syria.”  January 24, 2013: “In the latest attack in Iraq it is reported that at least 42 Shia Muslims have been killed inside a mosque. Yes, the same Islamists which demonstrate over a ridiculous film or cartoon, are the same Islamists which don’t mind killing Muslims in a mosque and destroying countless numbers of Korans.”

Jordan

The New York Times.  “Jordan”: “King Abdullah has long faced critics among urban liberals and Islamist fundamentalists who have called for change in the country’s political and economic systems. But  public protests have been occurring outside of cities in tribal areas, which are part of the monarchy’s most supportive base.”

None but the king, it seems, stands between reform-minded Muslim Brotherhood, who want more Islam and subsidy, and reform-minded secularists, who want a voice that counts.  Sadly, King Abdullah’s stance may be wobbling some between the forces of the medieval and those of the modern.

al-Samadi, Tamer.  “Jordanian Political Crisis Deepens as Riots Enter Third Day.”  Al-Monitor, January 27, 2013:

“In Mafraq (east of Amman), one man was killed and three more were injured, after being trampled in a fight between the supporters of two tribes, where firearms were used. This has prompted the authorities to deploy a large number of gendarmerie and guards at the city entrances and main streets, in anticipation of further violent clashes.

“In Ma’an, south of Amman, riots killed one and injured two more Wednesday evening, a day after preliminary results were announced. The city is still experiencing widespread riots that have continued since the early hours of Thursday morning, when vehicles and public institutions were burned.”

I may have to get through this in two or three parts.

If there’s a point beyond noting how really bad it is with these very few but telling news items gathered in one blogger’s space, it might be that we can see it all but perhaps not engage it all: “The Islamic Small Wars”, as I have called them for some years now, may be “low intensity” in the military lingo, but a brush fire consuming a prairie might be called “low intensity” too when in fact the thing is huge.

As noted in my note on “shimmer”, the spatial or horizontal distribution is not the vertical or cultural distribution.

My associate Tammy Swofford has set as a theme for Islam-as-Borg the notion of “rising as one man” (“rise as one man”), but we have differed quite on that, for I’ve been more inclined to perceive a body of humanity associated with a religion in turmoil, and those doing the killing (and marketing cocaine and heroin to keep themselves in arms, or perhaps just ore comfortable) have very nearly at their mercy those who embrace the Koran while hating them.

It’s the not yet having fully risen to that challenge that might be most abysmal for and within the targets and victims of that aggression and its attendant narcissism and sadism.

In the more spirited anti-Jihad circles, the zealots thinking mirrors its counterpart, to wit, “if you are not Al Qaeda, you must not be Muslim — therefore you must be something else.”

Perhaps “modern” will suffice.

More importantly, perhaps this intense differentiation aligned with fear and hatred that some have hardened in their hearts won’t prevail in the definition of who is a Muslim, a  Christian, or a Jew or what is Christian, Islamic, Jewish.

For the time being, molding a part of language corresponding to observation may be considered a part of “shimmer”.

While that back channel chatyping takes place, the carnage within the Ummah and associated with the Islamist presence everywhere will continue, in fact or in threat, as  a constant, reliable security distraction for the whole world, but most of all for the most vulnerable and affected Muslim-majority regions.

What I Have Said About the Jews

On Press Freedom, Commentary, and Journalism

In the free world, talent -- editors, graphic artists, researchers, writers -- gravitate toward the organizations that suit their interests and values. The result: high integrity and highly reliable reportage and both responsible and thoughtful reasoning.

This is not to suggest that partisan presses don't exist or that propaganda doesn't exist in the west, but any reader possessed of critical thinking ability and genuine independence -- not bought, not programmed -- is certainly free to evaluate the works of earnest reporters and scholars.
